Summary:Information technology and e-commerce are needed for sustained development and growth in countries worldwide. Trinidad and Tobago is no exception to this rule and must develop information technology and e-commerce to its fullest potential using enhanced public education programmes, infrastructure development and appropriate allocation of resources in order to compete globally. The present state of information technology as it relates to e-commerce is discussed in the present paper, in order to know what exist and what needs to be done in order to be more uniquely competitive, globally. Key words: information technology, e-commerce, Trinidad and Tobago.

Introduction:Information technology refers to use of modern technologies such as computers, internet, telephone, fax, copiers, computers including computer software and hardware, CD-ROM, calculators, video recorders etc for creation, management storage, retrieval of information and for conducting business online. In other words, information technology makes available technologies that can be used to increase business opportunities. Electronic commerce or e-commerce refers to activities that are business-to-business, business-to-consumer, extended enterprise computing, d-commerce and m-commerce. E-commerce means doing business over interconnected computer networks that are global in nature.

E-commerce involves but is not limited to the following:? The use of credit cards for commercial online sales.? Generation of online advertising revenue.? Selling to consumers through a pay-per-download

Trinidad & Tobago Response to Information Technology & E-commerceTrinidad and Tobago have embraced information technology through the use of effective communication to develop policies, advisory and monitoring agencies, allocation of resources, and development of new institutions in keeping with the rapid pace of globalization, sustained development and the ongoing human and intellectual capital. Several agencies have been developed by the government as a result of information technology and e-commerce:

? E-government unit.? Freedom of information unit.? E-commerce secretariat.? Distance learning Secretariat.? National Library & Information Systems Authority (NALIS).? TT Post.

The government of Trinidad and Tobago has embarked on programmes towards developing electronic commerce as a possible mechanism of business initiation, development and expansion; improving information services and communication between governments and the public sector and telecommunications reform.

A draft policy paper for the use of information technology in the public service has been drafted since 1998 with the following objectives:? To build a technology enabled public service in order to increase the efficiency and effectiveness of the formulation, execution of policies, plans and programmes of the Government.? To facilitate a ?total quality- customer satisfaction? culture in the Public Service.? To enhance the appropriate and valued knowledge and skills in the public servants.? To facilitate the effectiveness of information technology in the community via liberalizating the telecommunications market, supporting standards and promoting open systems concepts.? To develop and implement an electronic information infrastructure to make it possible to share information and computer resources.? To become a model in the efficient and effective use of information technology.

The Government of Trinidad and Tobago has set up an Electronic Committee in January 2000 with the mandate to:? Examine Trinidad and Tobago?s current environment and formulate policy recommendations which would allow the country to derive benefits from the new digital economy.

In May 2001, the Secretariat established a national e-commerce action plan with five main thrusts:

? Strengthening the e-commerce infrastructure by encouraging more telecommunications service providers to enter the market; increasing bandwidth to speed up access, facilitating the use of more value added services and establishing a domain name registry.? Increase participation in e-commerce by providing an information technology support unit, web site for micro, small and medium e-business in Trinidad and Tobago. ? Providing assistance and clarification of rules relating to intellectual property e-commerce labor laws, online content laws, internet taxation, conflict resolution mechanisms and self-regulatory business initiatives.? Building confidence in e-commerce through privacy protection education; consumer protection mechanisms; consumer education, and the creation of Cyber-Crime Unit within the police service.? Facilitating e-economy by developing a strategy to encouraging the use of e-cash and to identify e-commerce opportunities.

Conclusion:Information technology and e-commerce are interrelated, but quite different entities. The use of information technology and e-commerce has developed considerably in Trinidad and Tobago, but there are still many agencies, government departments and non-governmental organizations that need to be brought more in tune with this development. Transformation of the telecommunication industry needs be urgently upgraded and made more user friendly to the general public. But, the exact economic benefits of information technology and e-commerce in particular are still promising and are yet to be fully materialized in Trinidad and Tobago.
