Multiple moves found harmful to poor young children

Mar. 28, 2013 ? Poor children who move three or more times before they turn 5 have more behavior problems than their peers, according to a new study by researchers at Cornell University and the National Employment Law Project. The study is published in the journal Child Development.

Moving is a fairly common experience for American families; in 2002, 6.5 percent of all children had been living in their current home for less than six months. Among low-income children, that number rose to 10 percent. In addition, in 2002, 13 percent of families above poverty moved once, but 24 percent of families below poverty moved. Research has shown that frequent moves are related to a range of behavioral, emotional, and school problems for adolescents.

Using national data on 2,810 children from the Fragile Families and Child Wellbeing Study, a longitudinal, representative study of children born in 20 large U.S. cities between 1998 and 2000, researchers sought to determine how frequent moves relate to children's readiness for school. Parents were interviewed shortly after the birth of their children, then again by phone when the children were 1, 3, and 5; in-home assessments were done when the children were 3 and 5. The study also looked at the children's language and literacy outcomes, as well as behavior problems reported by mothers.

The study found that 23 percent of the children had never moved, 48 percent had moved once or twice, and 29 percent had moved three or more times. Among children who moved three or more times before age 5, nearly half (44 percent) were poor; poverty was defined based on the official federal threshold. Moving three or more times was not related to the children's language and literacy outcomes.

But children who moved three or more times had more attention problems, anxiousness or depression, and aggressiveness or hyperactivity at age 5 than those who had never moved or those who had moved once or twice. These increases in behavior problems occurred only among poor children, the study found, suggesting that frequent moves early in life are most disruptive for the most disadvantaged children.

"The United States is still recovering from the great recession, which has taken a major toll on the housing market," notes Kathleen Ziol-Guest, postdoctoral associate at Cornell University, who led the study. "As housing markets have collapsed across communities, highly mobile low-income families have moved in search of work and less expensive housing.

"The findings in this study suggest that the housing crisis and its accompanying increase in mobility likely will have negative effects on young children, especially poor children."

The camera tweak, however seems less clear, and possibly less functional in its existence. So, if you have one of the newer designs, let us know when and where you got it. If you don't, then just think of yours as a limited edition.

China's President Xi on African tour

Chinese investment in Africa has created jobs but some African leaders have expressed unease about uneven trade relations

Hong Kong (CNN) -- China's President Xi Jinping's tour of Africa on his first official overseas trip underscores the strategic importance of the continent's oil and mineral resources for the world's second biggest economy, but local leaders are asking whether the relationship has benefited Africa as much as it has China.

Xi arrived in Tanzania on Sunday and will stop in South Africa to attend a summit of the BRICS countries on Tuesday and Wednesday before finishing his trip in the Republic of Congo, from where China imports oil to fuel its economic growth.

"It shows that he is going to put Africa very high on the agenda during his reign and points to the deeper and deeper relationship between Africa and China," said Adams Bodomo, African Studies director at Hong Kong University.

A lot is at stake: Trade between Africa and China totaled $200 billion in 2012, according to Chinese state media, and the country is Africa's largest trading partner.

Africa is already a major source of natural resources for China and with African economies now some of the world's fastest growing, it's also an emerging a marketplace for Chinese-made goods.

"China values the development of Africa as great opportunity to boost its own growth, and vice versa," said China's foreign ministry spokesman Hong Lei.

China's newly installed leader will want to build on these economic ties, but Xi will also likely have to address concerns among African leaders about the uneven nature of trade relations.

Africans have welcomed China's no-strings investment as a counterbalance to Western aid that is usually conditional on reducing poverty, stamping out corruption or introducing democratic reforms.

But African leaders, including Botswana President Ian Khama and Nigerian central bank governor Lamido Sanusi, have begun to question to what extent Africa has benefited.

"Cracks are appearing in this China-Africa relationship," said CNN Beijing and former Africa correspondent David McKenzie.

"There's a sense from Africans that it's not an equal relationship. That China is extracting oil and then in return building infrastructure projects with its own companies and own workers and not necessarily transferring the skills to African workers."

Xi signed trade and cultural agreements in Tanzania on Sunday and is due to give his first policy speech on Africa in Dar Es Salaam, the capital, later on Monday.

He will then fly to the South African city of Durban to attend the BRICS summit -- which groups Brazil, Russia, India, China and South Africa -- where plans to create a multinational lender to rival the World Bank will be discussed.

Gratitude for Chinese investment in Africa has also been tarnished by a number of scandals, including the distribution of fake and poor quality anti-malarial drugs made illicitly in China and the mistreatment of workers.

"It is time for Africans to wake up to the realities of their romance with China," Sanusi wrote in an editorial in the Financial Times this month.

"China takes out primary goods and sells us manufactured ones. This was also the essence of colonialism."

Botswana's president recently told a South African newspaper that Chinese companies had let down his country, particularly over a power generation project. Khama added that other African leaders shared his concerns.

But Hong Kong University's Bodomo, says claims of neo-colonialism are overblown and that China's influence "was more positive than negative."

According to Xinhua, 85% of the staff employed by the more 2,000 Chinese companies operating in Africa were Africans.

"In 10 years, China has built a lot more infrastructure than, for example, Britain did in my own country -- Ghana -- for 100 years."

Deutsche Bank co-CEO asked for two million euro pay cut: paper

FRANKFURT (Reuters) - Deutsche Bank co-Chief Executive Anshu Jain requested a pay cut of almost 2 million euro ($2.60 million) to draw level with the 2012 compensation package of fellow top executive Juergen Fitschen, a German newspaper reported.

Jain, who until June last year was head of investment banking at Deutsche, asked the supervisory board at the beginning of this year not to be paid parts of his bonus for 2012, Sunday paper Welt am Sonntag cited sources close to the board as saying.

In an excerpt of the article made available to Reuters on Saturday, the paper said Jain did so of his own volition and that he made a point of getting equal pay with his co-CEO.

Deutsche bank declined to comment.

Deutsche Bank said on Friday Jain and Fitschen would get 4.8 million euros each for 2012, docking pay after the bank was forced to restate its earnings due to additional legal provisions.

Supervisory board Chairman Paul Achleitner said at the time the board deemed it a good idea for both co-CEOs to have equal pay.

Europe's biggest bank by assets earlier in the week increased litigation provisions to 2.4 billion euros, forcing it to correct a January 31 earnings report which already showed the worst quarterly loss in four years.

For 2011, Jain received 9.8 million euros and Fitschen 4.2 million euros in variable and fixed pay, and long-term incentives.

Exxaro miners to end strike: union

JOHANNESBURG (Reuters) - South African mining firm Exxaro has resolved a dispute with striking workers who will on Monday resume production, which was halted more than two weeks ago at five of its collieries, company and union officials said on Saturday.

The stoppage had threatened supply of coal to state power utility Eskom , which uses the commodity to generate 85 percent of the electricity for Africa's biggest economy. Exxaro is Eskom's second-largest coal supplier.

"The issue was resolved at midnight and all workers will return to work on Monday. The dispute was over a bonus and that bonus was granted," said National Union of Mineworkers spokesman Lesiba Seshoka.

Exxaro spokesman Hilton Atkinson confirmed a deal had been reached in the early hours of Saturday.

"At this stage it's hard to say when we will get to full production ... probably a few days after production resumes," he told Reuters.

Exxaro had said on Wednesday it could dismiss the 3,200 coal miners participating in the illegal strike if they refused to return to work by next week.

The strike turned violent earlier this week, with police firing rubber bullets at strikers at one mine.

The strike started at two mines on March 5 and spread to other operations as workers pressed for bonuses the company refused to pay because targets had not been met.

Attempted prison escape ends in Greece

ATHENS, Greece (AP) ? Officials say an Albanian inmate who took five people hostage at a Greek prison in an effort to escape has surrendered, ending a 24-hour standoff.

No one was injured on Sunday when Alket Rizaj, a convicted contract killer, gave up.

Officials said his five hostages, all employees at Malandrino prison in central Greece, were released unharmed.

Rizaj is famous for having escaped twice from the maximum-security Korydallos prison in Athens, via helicopters chartered by accomplices, in 2006 and 2009.

He was recaptured both times.

China replaces Britain in world's top five arms exporters: report

BEIJING (Reuters) - China has become the world's fifth-largest arms exporter, a respected Sweden-based think-tank said on Monday, its highest ranking since the Cold War, with Pakistan the main recipient.

China's volume of weapons exports between 2008 and 2012 rose 162 percent compared with the previous five-year period, with its share of the global arms trade rising from 2 percent to 5 percent, the Stockholm International Peace Research Institute (SIPRI) said.

China replaces Britain in the top five arms-dealing countries between 2008 and 2012, a group dominated by the United States and Russia, which accounted for 30 percent and 26 percent of weapons exports, SIPRI said.

"China is establishing itself as a significant arms supplier to a growing number of important recipient states," Paul Holtom, director of the SIPRI Arms Transfers Programme, said in a statement.

The shift, outlined in SIPRI's Trends in International Arms Transfers report, marks China's first time as a top-five arms exporter since the think-tank's 1986-1990 data period.

Chinese Foreign Ministry spokesman Hong Lei, asked about the report, said China was a responsible arms exporter which strictly adhered to international law.

"On arms exports, China sticks to three principles. First, that it is conducive to the recipient country's justifiable self-defense needs. Second, it does not damage regional and global peace, security and stability. Third, it does not interfere in other countries' internal affairs," he told reporters.

Now the world's second-largest economy, China's rise has come with a new sense of military assertiveness with a growing budget to develop modern equipment including aircraft carriers and drones.

At the Zhuhai air show in southern China in November, Chinese attack helicopters, missiles, unmanned aerial vehicles and air defenses were on public show for the first time.

PAKISTAN, MYANMAR, BANGLADESH

SIPRI maintains a global arms transfers database base that tracks arms exports back to the 1950s. It averages data over five-year periods because arms sales vary by year.

"Pakistan - which accounted for 55 percent of Chinese arms exports - is likely to remain the largest recipient of Chinese arms in the coming years due to large outstanding and planned orders for combat aircraft, submarines and frigates," SIPRI said.

Myanmar, which has been undergoing fragile reforms that the United States thinks could help counter Beijing's influence in the region, received 8 percent of China's weapons exports.

Bangladesh received 7 percent of the arms while Algeria, Venezuela and Morocco have bought Chinese-made frigates, aircraft or armored vehicles in the past several years.

China does not release figures for its arms sales.

Germany and France ranked third and fourth on the arms exporter list. China followed only India in the acquisition of arms, though its reliance on imports is decreasing as it ramps up domestic production.

After decades of steep increases in military spending and cash injections into domestic contractors, experts say some Chinese-made equipment is now comparable to Russian or Western counterparts, though accurate information about the performance of Chinese weapons is scarce.

China faces bans on Western military imports, dating back to anger over its crushing of pro-democracy protests in and around Tiananmen Square in 1989. That makes its domestic arms industry crucial in assembling a modern military that can enforce claims over Taiwan and disputed maritime territories.

China has faced off recently with its Southeast Asian neighbors and Japan over rival claims to strings of islets in the South China Sea and East China Sea, even as the United States executes a so-called pivot towards the Pacific.

Weekend in politics: Romney, Trump, and Palin at CPAC

The Conservative Political Action Conference continues Friday just outside Washington and wraps up Saturday.

Mitt Romney is one of a long list of high-profile speakers Friday that also includes Rep. Paul Ryan, former Sen. Rick Santorum, former Florida Gov. Jeb Bush and Louisiana Gov. Bobby Jindal. Donald Trump also is on the Friday agenda.

Sarah Palin will be on the CPAC program Saturday, as will former House Speaker Newt Gingrich, Rep. Michele Bachmann and Wisconsin Gov. Scott Walker.

President Barack Obama will tour the Argonne National Laboratory in Argonne, Ill., on Friday and then speak about American energy.

And then there is: Justice Ruth Bader Ginsburg turns 80 on Friday. Ginsburg, appointed by President Bill Clinton in 1993, is the second female justice after Sandra Day O'Connor.

?Now, as someone who just lost the last election, I'm probably not in the best position to chart the course for the next one,? Mr. Romney said to laughter at the 40th annual Conservative Political Action Conference, or CPAC.

Then he made a well-received strong pitch to follow the lead of the Republican governors.

?Perhaps because I'm a former governor, I would urge us all to learn lessons that come from some of our greatest success stories,? Romney said. ?And that's 30 Republican governors across the country.?

He pointed in particular to Republican governors in Democratic-leaning and swing states, such as New Jersey, Virginia, Ohio, New Mexico, Wisconsin, and Nevada. Notably, two of those governors ? Chris Christie of New Jersey and Bob McDonnell of Virginia ? were not invited to speak at CPAC, presumably because of recent actions that broke with conservative orthodoxy.

Romney?s reception at CPAC was perhaps his warmest yet for a man who governed Massachusetts as a moderate and who has had a mixed relationship with conservatives over the years. The crowd cheered and stood when he took the stage, and stood again as he finished.

Overall, the CPAC crowd ? many of them college students ? was energetic and attentive, happy to be among like-minded people and receiving the attentions of leading conservative political figures.

Last year, Romney raised eyebrows when he told CPAC he had been a ?severely conservative governor.? But he went on to win the group?s annual presidential straw poll anyway, though just barely, beating former Sen. Rick Santorum, 38 percent to 31 percent. Romney had also won the CPAC straw poll from 2007 to 2009. In 2008, when he lost the Republican nomination to Sen. John McCain of Arizona, he was seen as the conservative alternative.

In 2013, it was a different Romney who took the CPAC stage, held this year at a big convention center in suburban Maryland. He looked tanned and rested, not so much eager to please as eager to stay involved as the Republicans seek to recover from last November?s failures.

Romney acknowledged mistakes, but did not go into specifics.

"Of course, I left the race disappointed that I didn't win,? he said, adding that he was ?honored and humbled to have represented the values we believe in.?

?You are a winner!? an audience member shouted.

?It's up to us to make sure that we learn from our mistakes and my mistakes and that we take advantage of that learning to make sure that we take back the nation, take back the White House, get the Senate, and put in place conservative principles,? Romney said.

(AP) ? In one of his last major public appearances before his death, Pope Paul VI sat on a throne atop a platform carried on the shoulders of 12 men as he was brought into the funeral of assassinated Italian politician Aldo Moro at St. John Lateran Cathedral in 1978.

The basilica was crammed with Italian dignitaries shaken by the death of Moro at the hands of the Red Brigades terrorist gang, and I thought the frail pope looked uncomfortable as he was held aloft.

It was already an awkward situation for him.

He was under fire from the family who thought he didn't do enough to save Moro despite making a public plea "on my knees" for his freedom.

The royal trappings earned him no points.

During his 15-year pontificate, Paul had sought to modernize the Vatican, including getting rid of scores of Italian nobles from the papal "court" who had privileges dating back centuries, but he never did away with the portable ceremonial throne that was used by popes for special occasions for at least a millennium.

Change comes slowly, hesitantly and inconsistently at the Vatican.

Upon Paul's death that August, the Venetian cardinal who succeeded him, Pope John I, declined to use the throne at his installation, also eschewing the papal tiara.

But the new pope was later persuaded by advisers that he needed to be seen above the crowds. And in subsequent events he used the "sedia gestatoria," as the throne is called.

It took the athletic 58-year-old Pope John Paul II to definitively get rid of the throne when he took over from John Paul I, who died after only 33 days as pope.

Watching Pope Francis in his first papal appearances, he, too, doesn't look the type to be carried around on a fancy chair. After all, he used to take the bus to work as a cardinal back in Buenos Aires, and he declined the chauffeur-driven Vatican limousine when he made his first outing, using a simple Vatican car.

Until John Paul II, popes used what is known as the "royal we." They never spoke publicly in the first person, using "Noi" (We) or "the pope" instead.

Initially, Vatican bureaucrats edited published versions of his speeches and spontaneous remarks to eradicate the offending "I."

But eventually they gave in and stopped censuring their boss.

Pope Francis, in the very brief blessing to the world after his election Wednesday, used "Io" ("I'') six times.

Relations with the press have also been a tricky issue with the Vatican.

When I first started covering the Vatican in the 1970s, information was particularly scarce: The official spokesman was an Italian cleric, Monsignor Romeo Panciroli, who was nicknamed "Monsignore non mi risulta" ("Monsignor I have nothing on that.")

Yet the new pope's agenda always includes an audience with the media ? and Francis is keeping up with the tradition.

John Paul I's audience took place in one of the frescoed halls in the papal palace. After a brief speech by the pope only a chosen few ? mainly Italians ? were brought up to the pope for the "bacia mano," the formal greeting during which Catholics kiss the pope's hand.

After the audience was over, as the pope walked down the center aisle, other journalists reached out to shake his hand. Some even hoped to ask him a question. But Vatican aides and security whisked him away, it turned out, never to officially meet with the press again. (Weeks later he was found dead by a nun in his bedroom.)

John Paul II was different. As soon as the speeches were over, he freed himself from his "protectors" and began shaking hands, randomly picking out members of the press.

Benedict held his first media audience in the modern Paul VI audience hall. The pope gave a perfunctory thank you to all the journalists in English, French and German, but failed to do so in Spanish, something the Spaniards never forgave him for. A pre-arranged "bacio mano" with selected media notables followed. Next the pope turned his back on the hundreds of disappointed reporters and television operators ? and was gone through a side-door of the audience hall.

It was the first sign that Benedict would never be comfortable with the press.

To Benedict, it turned out, the press was an unfortunate means for a necessary end ? getting the church's message out. Even then it was not always clear that he was sending out the right message: Early in his papacy, Benedict caused an uproar by quoting a Medieval Byzantine emperor saying that in Islam, "you will find things only evil and inhuman."

By contrast, John Paul II, in his first years as pope, made the savvy step of bringing in Joaquin Navarro-Valls, then a Spanish newspaper correspondent, as his spokesman.

Things changed dramatically, even for a papacy that was good from the start at managing its message.

Navarro-Valls was always available, often willing to give inside information (In 1989, he hinted to me strongly that the pope would receive Mikhail Gorbachev ? and the encounter happened in December of that year) and knew how to "spin" a story.

He even arranged a meeting with the pope at Rome's foreign press club ? something that's impossible to imagine Benedict doing.

John Paul showed he had a mind of his own: At the press club, the pope glanced at the speech his Vatican handlers had prepared for him and said he wouldn't give it because it was not want what he wanted to say.

Years later, Navarro-Valls tripped up on his own spin.

In 1996, John Paul was visiting Central America and was due to meet with Nobel Peace Prize laureate Rigoberta Menchu over breakfast before boarding a flight to Venezuela. Once on the plane, Navarro-Valls told reporters aboard that it was a fruitful meeting despite reports that she was hostile to the church.

He went through a list of the topics they discussed.

An hour into the flight, Navarro-Valls sent an aide to inform the press to forget Navarro's briefing because the meeting never took place.

No explanation was ever given.

Francis showed he could work a crowd in his own first meeting with the media.

"Dear friends," he began. "I'm delighted ... to meet you."

He then won the hearts of all of us journalists by referring to the grinding slog of covering a papal resignation followed by a papal conclave.

"You worked hard, eh?" with a charming laugh. "You worked hard!"

The audience went wild with applause.

Don't Lean In: Do We Want Mothers to Work Part-Time? - NYTimes ...

What?s the ideal situation for kids?

A new survey from Pew Research shows mothers and fathers converging in the ways they spend their time, in the ways they want to spend their time ? and in what we say we want out of a balanced life.

Pew surveyed 2,511 adults nationwide, asking questions about things like what?s important to them in a job, whether they prefer full- or part-time work, and whether it?s difficult to balance work and family. Then Pew researchers analyzed data from the American Time Usage Survey to look at not just how we want to spend our time (or how we say we want to spend our time, which could be quite different), but how we actually spend it.

What they found was progress toward an equal overall distribution of paid work and work at home: women, on average, spending more time working for pay (21 hours a week on average, up from 8 hours in 1965) and men, on average, spending more time engaged in housework and child care, and less time on paid work (fathers have tripled the amount of time they spend with their children since 1965, and doubled the time spent on housework).

But as some numbers reflect a gradual shift toward equality (which needn?t mean pure equality in every household, but an overall societal balance in how fathers and mothers spend their time), one particular statistic stands out as inconsistent with that shift: 42 percent of the general public (45 percent of mothers and 41 percent of fathers) say the best thing for children is to have a mother who works part-time. Here?s the question Pew asked:

?In your opinion, what is the ideal situation for young CHILDREN: mothers working full-time, mothers working part-time, or mothers not working at all outside the home??

And here is the question they didn?t ask: ?In your opinion, what is the ideal situation for young CHILDREN in two-parent homes: both parents working full-time, one parent working part-time, or one parent not working at all outside the home??

In a survey and a report on social trends looking at the question of increasing work and home equality, why not ask the question in an equal way?

?Partly because we had asked that question in the past,? said Kim Parker, associate director of the Pew Social & Demographic Trends Project and one of the authors of the ?Modern Parenthood? report. ?We did ask new questions about what would be better for both men and women with young children ? working full time or part time or not at all. But we didn?t frame the question about what would be best for young children in that way. I wish we had.?

Without an answer to that broader question, Pew has inadvertently reinforced the standard trope that it?s women, not men, who are ultimately responsible for children. (The Census Bureau even considers parenting, when done by men, to be a separate ?child care arrangement.?) That?s the kind of language that tells women to step back if they expect to have a family ? because when it comes to ?what?s best for young children,? moms are the ones we look to ? and blame.

But in this case, the linguistic effect isn?t all that matters. Because Pew didn?t ask the right question, we don?t really have an answer. Do people ? mothers, fathers, and everyone else ? really believe that children are better off with a mother who works part-time, or not at all, for gender-related reasons, or do those numbers also reflect a practical view of what it takes to raise young children in the United States, where many workers scramble for quality child care and lack access to paid leave, or to any leave at all? How much of that statistic reflects the lingering impact of years of relegating both women and men to their ?traditional? roles, and how much has to do with our understanding that from ages 0 to 5 and then every day after 3, it?s every family for themselves?

Until we reframe the question, we?re going to keep getting the same inadequate answers. But Ms. Parker, a fellow working parent, is on it.

Nick Diaz says his UFC 158 opponent Georges St-Pierre is on ?plenty of steroids?

Nick Diaz is not known for holding his tongue. Just days before he gets a shot at the UFC welterweight champion Georges St-Pierre, Diaz let his true feelings on GSP be known. While on a Toronto radio show, Diaz said he thinks St-Pierre uses steroids.

"I believe that he's on plenty of steroids and I don't believe they've tested him as well," Diaz said. "I don't care what they're saying or marketing to the media. I don't think either of us are going to be tested. ... I doubt they're standing over him, making sure he's not on steroids."

Diaz has tested positive twice for marijuana, which is a banned substance. He is coming off of a suspension for testing positive, and has been warned that he may be released by the UFC if he tests positive again. St-Pierre hasn't tested positive in his career of more than 10 years.

But Diaz is far from the only person who has criticized the UFC's handling of drug tests. Victor Conte, the head of BALCO, has said the UFC doesn't do enough to keep performance-enhancing drugs out of the sport. The head of the United States Anti-Doping Association has also questioned the UFC's drug testing.

Though drug testing and regulation is often handled by the UFC for international fights, this weekend's bouts in Montreal will be regulated by the commission in Quebec.

Karzai complains of delay in US prison handover

KABUL, Afghanistan (AP) ? Afghanistan's president is warning that any further delay turning over a key U.S.-run detention facility to full Afghan control would harm relations.

Hamid Karzai's statement comes after he and U.S. commander Gen. Joseph Dunford met Wednesday but failed to resolve the impasse that derailed a scheduled handover last Saturday.

NATO released a statement after the meeting saying both parties pledged to continue constructive dialogue to resolve the remaining issues.

The facility has an Afghan administrator but is still U.S.-run. The Americans also have the power to veto the release of detainees they feel present a continuing threat ? a right they want to keep.

Karzai pledges that even after Afghans take over, they will keep anyone who is a security threat in custody.

doubleTwist (for Android)


The free doubleTwist bills itself as "iTunes for Android" and it's easy to understand why. The Android app?which works in conjunction with desktop software and optional premium add-ons?makes it very simple to manage video and music, download podcasts, and wirelessly sync iTunes?songs and playlists between a computer and Google-powered mobile device. If, that is, you're willing to open your wallet. Multimedia devourers may like the initial cut of doubleTwist's jib, but they may not find the app's premium content worth their cash. SnapPea?a rival app?offers similar features (and more) for zero dollars, but if you want basic iTunes syncing, doubleTwist is a worthy download.

Let the Games Begin
Getting started with doubleTwist is simple. You connect your phone or tablet to a Mac or PC via USB and launch the doubleTwist desktop and mobile software. Your Android device must be set to Mass Storage Mode in order to sync files via USB. That may prove a small stumbling block for some users as tablets running Honeycomb and devices without a SD card running Ice Cream Sandwich lack a Mass Storage mode.

Fortunately, I had a memory card in my Samsung Galaxy Note II, so I was able to sync a few movie soundtracks and playlists from iTunes to my Samsung Galaxy Note II in approximately five minutes' time. The free features aren't mind-blowing, but doubleTwist's more intriguing features come with a price?literally.

Premium Features
Shelling out $4.99 for AirSync lets you wirelessly sync video, and iTunes music and playlists from a Mac or PC to your Android smartphone or tablet. Setting up this feature is easy, too. Simply connect your Android device and computer to the same Wi-Fi signal, launch the doubleTwist software, select the device name, enter the passkey that's displayed on your Android device, select the files you want to wirelessly transfer, and click the Sync button. The syncing process was easy and fast?and it's a feature not available on SnapPea which only allows you to sync content over wired connections. This is definitely a point in doubleTwist's favor.

That's not the only premium feature. The $14.97 doubleTwist Pro builds upon AirSync by adding two other upgrades: "Music Lover" and "Podcasts." The former adds EQ settings and HD album art to tracks missing images; the latter lets users download podcasts without syncing to a desktop computer. "Music Lover" didn't feel at all like a premium feature and should've been included in the free, basic version. "Podcasts" proved somewhat more useful as it let me download several episodes of The Skeptic's Guide to the Universe to my Galaxy Note II without the need for a Mac or PC. Still, this comes off as a cash-grab as there are numerous free podcast manager apps in Google Play. A $1.99 alarm clock add-on is also offered.

SnapPea, on the other hand, includes desktop texting, photo slideshows, and more?free of charge.

The doubleTwist Experience
Once content is loaded onto your Android phone or tablet, it's a breeze to navigate doubleTwist's interface. It's made of seven icon-driven, self-explanatory panels: Artists, Albums, Songs, Playlists, Genres, Podcasts, and Radio.

The Playlist section is where you find a duplicate of your iTunes playlists. That's terrific if you're an iTunes power-user, but those who want to create playlists from within doubleTwist itself will find that they sadly cannot. The flakey internet radio stations would sometimes take minutes to pick up audio?frustrating. On the upside, I was able to stream music from my phone to an Xbox 360?without a hitch.

Magic Radio is a fresh addition to the doubleTwist experience. It's a streaming music service which serves up channels based on song or artists name. Like Songza, Magic Radio lets you select a mood?I chose "Aggressive" and received big helpings of '80s style buttrock. The crisp, thumping music was a perfect early morning pick-me-up.

"Infinite Playlists" is a Magic Radio feature which lets users create channels based on the music files on their devices. My Red Hot Chili Peppers playlist generated a station featuring other funk-and-rap rockers like Rage Against the Machine and Faith No More. I liked its selections for the most part, but I could've done without the outlier, Alien Ant Farm. You can tweak Infinite Playlist channels?as well as any other?by banning tracks, changing the frequency by which new songs appear, and altering the tempo to receive slower or faster tracks

Magic Radio, like many of doubleTwist's attractive features has an additional cost: $3.99 per month (via Google Wallet). This add-on, however, is one I that I consider worth the money.

Fine for Some
Wireless syncing may lure some into downloading doubleTwist, but if you want a more complete iTunes/Android syncing feature, SnapPea is the way to go. Not only does it offer unusual features (desktop texting), but it's absolutely free as well. That said, doubleTwist is a solid Android app, but there are better options available.

(AP) ? Applying for benefits under President Barack Obama's health care overhaul could be as daunting as doing your taxes.

The government's draft application runs 15 pages for a three-person family. An outline of the online version has 21 steps, some with additional questions.

Seven months before the Oct. 1 start of enrollment season for millions of uninsured Americans, the idea that getting health insurance could be as easy as shopping online at Amazon or Travelocity is starting to look like wishful thinking.

At least three major federal agencies, including the IRS, will scrutinize your application. Checking your identity, income and citizenship is supposed to happen in real time, if you apply online.

That's just the first part of the process, which lets you know if you qualify for financial help. The government asks to see what you're making because Obama's Affordable Care Act is means-tested, with lower-income people getting the most generous help to pay premiums.

Once you're finished with the money part, actually picking a health plan will require additional steps, plus a basic understanding of insurance jargon.

And it's a mandate, not a suggestion. The law says virtually all Americans must carry health insurance starting next year, although most will just keep the coverage they now have through their jobs, Medicare or Medicaid.

Some are concerned that a lot of uninsured people will be overwhelmed and simply give up.

"This lengthy draft application will take a considerable amount of time to fill out and will be difficult for many people to be able to complete," said Ron Pollack, executive director of Families USA, an advocacy group supporting the health care law. "It does not get you to the selection of a plan."

"When you combine those two processes, it is enormously time consuming and complex," added Pollack. He's calling for the government to simplify the form and, more important, for an army of counselors to help uninsured people navigate the new system. It's unclear who would pay for these navigators.

Drafts of the paper application and a 60-page description of the online version were quietly posted online by the Health and Human Services Department, seeking feedback from industry and consumer groups. Those materials, along with a recent HHS presentation to insurers, run counter to the vision of simplicity promoted by administration officials.

"We are not just signing up for a dating service here," said Sam Karp, a vice president of the California HealthCare Foundation, who nonetheless gives the administration high marks for distilling it all into a workable form. Karp was part of an independent group that separately designed a model application.

The government estimates its online application will take a half hour to complete, on average. If you need a break, or have to gather supporting documents, you can save your work and come back later. The paper application is estimated to take an average of 45 minutes.

The new coverage starts next Jan. 1. Uninsured people will apply through new state-based markets, also called exchanges.

Middle-class people will be eligible for tax credits to help pay for private insurance plans, while low-income people will be steered to safety-net programs like Medicaid.

Because of opposition to the health care law in some states, the federal government will run the new insurance markets in about half the states. And states that reject the law's Medicaid expansion will be left with large numbers of poor people uninsured.

HHS estimates it will receive more than 4.3 million applications for financial assistance in 2014, with online applications accounting for about 80 percent of them. Because families can apply together, the government estimates 16 million people will be served.

Here are some pros and cons on how the system is shaping up:

? Pro: If you apply online, you're supposed to be able to get near-instantaneous verification of your identity, income, and citizenship or immigration status. An online government clearinghouse called the Data Services Hub will ping Social Security for birth records, IRS for income data and Homeland Security for immigration status. "That is a brand new thing in the world," said Karp.

? Con: If your household income has changed in the past year or so and you want help paying your premiums, be prepared to do some extra work. You're applying for help based on your expected income in 2014. But the latest tax return the IRS would have is for 2012. If you landed a better-paying job, got laid off, or your spouse went back to work, you'll have to provide added documentation.

? Pro: Even with all the complexity, the new system could still end up being simpler than what some people go through now to buy their own insurance. You won't have to fill out a medical questionnaire, although you do have to answer whether or not you have a disability. Even if you are disabled, you can still get coverage for the same premium a healthy person of your age would pay.

?Con: If anyone in your household is offered health insurance on the job but does not take it, be prepared for some particularly head-scratching questions. For example: "What's the name of the lowest cost self-only health plan the employee listed above could enroll in at this job?"

HHS spokeswoman Erin Shields Britt said in a statement the application is a work in progress, "being refined thanks to public input."

It will "help people make apples-to-apples comparisons of costs and coverage between health insurance plans and learn whether they can get a break in costs," she added.

But what if you just want to buy health insurance in your state's exchange, and you're not interested in getting any help from the government?

You'll still have to fill out an application, but it will be shorter.
